Vincent Colyer

Colyer, a successful artist, steadily argued that honest dealings with the Indians would bring peace.  He volunteered to become secretary of the Board of Indian Commissioners, a government sponsored body of unpaid philanthropists that supervised the disbursements of annuities promised the Indians by treaty.
