James M. Cavanaugh

James Cavanaugh was a delegate to Congress from the Territory of Montana who epitomized the frontier attitude toward the Indian, and used a notorious phrase, when he declared before the House of Representatives, "I have never in my life seen a good Indian (and I have seen thousands) except when I have seen a dead Indian."
